President Donald Trump signed a sweeping executive order Monday morning that promises to crack down on “unreasonable or discriminatory” practices by foreign countries that result in Americans paying far higher costs for prescription drugs.

The president has long complained that the United States pays more for medicines than other wealthy countries. But he offered no clear legal authority to mandate lower prices.

More than 100 days into President Donald Trump’s second term, the administration has fallen into a pattern. Trump releases an executive order with an expansive title accompanied by even more expansive claims from the president and senior officials about the effects of the directive.
