We came down during carnival and yes, it was busy but one of the best shows I’ve ever seen! So much to see and do. Lots of great food options for any budget and great shoppingFull review by Frozen_gringo
I live in Mazatlan. Go to Google maps and enter the start of the malecon (Valentinos) and the end (Monumento a Pedro Infante; the malecon is exactly 6.9 kms (4.3 miles) long.

We walked from the cruise ship to the Malecon at Mazatlan with no difficulties. It was a very easy walk marked by a "blue line" that we followed from the pier to the Malecon. Along the way were volunteers from Mazatlan that greeted us and reassured us we were on the correct path to the Malecon. It was easy and safe and took no time at all. Lots of shops and bars, some awesome cliff divers and a wonderful walk along the ocean awaits. As additional info, in case your cruise also stops at Puerto Vallarta, the Malecon at Puerto Vallarta is not within walking distance and a taxi or np us should be used.
